Prof. Hesham H.Ali, president, and Peter Wolcott, dean of College of Information Science & Technology, University of Nebraska at Omaha and Prof. Shi Yong, dean of CAS Research Center On Fictitious Economy & Data Science, leader of Key Laboratory of Big Data Mining and Knowledge Management, Chinese Academy of Sciences, president of International Academy on Information Technology and Quantitative Management (IAITQM), gave their opening speeches respectively to deliver warm welcome to all participants in the conference and wished a coming success of the conference. Before the beginning of the conference, all participants together took a photo. The conference totally contained and arranged 10 keynote speeches and 14 Session & Workshop.

Firstly, Prof. Luiz F.Autran M.Gomes, academician of the Brazilian Academy of Engineering, from Ibmec Business School, Brazil, delivered a report titled “Soft Computing Inspired by Prospect Theory”. He reviewed classic multi-criteria to fuzzy method model from the perspective of soft computing and analyzed the prospect and the development of soft computing in the coming years.

Prof. Zhong Ning, from Maebashi Institute of Technology, Japan, delivered a report on “Connecting Network and Brain with Big Data- - A Brain Informatics Based Systematic Approach”, and he further discussed prospective researches of this field and potential challenges threatening the connecting network and brain with big data in every detail.

Dr. JinSpohrer, senior vice-president of IBM (International Business Machines Corporation) and director of Cognitive Systems Research Center, gave a presentation on “Open Technology, Innovation, and Service System Evolution “. First and foremost, he reviewed the history of development and fundamental principles of artificial intelligence (AI) and then introduced how to well prepare for open technology artificial intelligence in the future from the approach of a science of service.

Prof. Shu-Cherng Fang of North Carolina State University (NCSU or NC State) conducted a report about “Sub-one Similarity Measure for Quantitative Management involving Human Behavior”. Prof. Fuad Aleskerov, from Russian Academy of Sciences introduced his research results, which mainly analyzed three crucial factors in higher education system: the prediction of university enrolment rate, how to measure heterogeneity of higher education system, how to measure university efficiency based on several parameters such as science, education performance and reputation.

Those excellent keynote speeches were followed by Session & Workshop.13 authors delivered relative presentations about 14 papers they submitted for publication and further exchanged ideas with other participants. Various opinions expressed by different individuals greatly activated the atmosphere.
